errors in the implementation of 2-D open boundary conditions for the implicit case

In the implicit case the surface elevation is obtained from the continuity equation by solving a linear system of equations. Construction of the linear matrix depends also on the type of open boundary condition for the transports U and V. When I checked the code, I found that errors were made with the implementation of the open boundary conditions in the matrix.
